Pennsylvania senators overwhelmingly approved Senate Bill 1063 on April 30, by a vote of 41-8. The bill, sponsored by Sen. Jane Earll (R-Erie), will introduce a countywide collection system, reducing local tax collectors from 560 to 66, and also "consolidate, modernize, and introduce uniformity to the collection process." The bill now moves into the House Finance Committee.

This bill has been a major legislative initiative of the Pennsylvania Institute of Certified Public Accountants (PICPA), of which Stambaugh Ness is a member. In support of the proposed legislation, PICPA notified the business press and mailed letters to the editor.
