Executive Compensation: How Far Did Congress Go?

Members of Congress have historically written laws involving the minimum wage, but in the new "bailout" law, they deal with compensation at the other end of the pay scale. Lawmakers put tax restrictions on executive compensation and golden parachutes received by senior executives at financial institutions that are bailed out by Uncle Sam. But critics say the new rules don't go far enough. In addition to the compensation provisions affecting troubled companies assisted by the federal government, the Emergency Economic Stabilization Act of 2008 puts new tax restrictions on offshore deferred compensation transactions.
