A welfare benefit plan is any plan, fund or program that is established or maintained by an employer for the purpose of providing benefits for participants. Common employee benefits include items such as medical, disability, unemployment, life, vision, dental and accidental death & dismemberment coverage. Much of the filing requirement confusion is the result of the IRS suspending its filing requirements for fringe benefit plans. A fringe benefit plan (an IRS term) can also be a welfare benefit plan (a Department of Labor term).
